Justification of the proposals for XIth five year plan

[A] Post
Astrophysics and Biophysics are the new fields where not only the teaching at the M.Sc. level has been started in this department rather quite exhaustive and established research works have also been undertaken which is well recognised in their fields of specialization and research. The reported results have been well referred and have also appeared in review articles. It is obvious that the quality of higher education at the University level can be ensured only when we have adequate faculty positions. It is due to this reason that one post of Professor in Astrophysics and one post of Professor in Biophysics have been proposed in the prescribed proforma.
Senior persons are getting retired one by one with the passage of time, and as such the team of workers in a particular discipline is changed and disturbed drastically. Just to have the same atmosphere established and to get developed a congenial atmosphere and team spirit for the research work, 3 posts of Readers one each in Spectroscopy, Electronics and Solid State Physics and 4 posts of Lecturers one each in Electronics, Spectroscopy, X-ray and theoretical Physics are proposed in the prescribed proforma. It is important to add that no post has been sanctioned to the department since long. In spite of this we have started new specializations at postgraduate level and we are running three years degree course at the undergraduate level. Further the number of students at undergraduate level has increased and we have accommodated them to the maximum of our capacity to run these courses. In view of the pressure due to State Government it is desirable to plan for the coming years to accommodate more students particularly at undergraduate level. The course of Astrophysics as a subject at B.Sc. level is the demand of the day. This course has already been passed by the statutory bodies of the University. But we are unable to start the course for the want of additional hands and funds. The Department has competence and expertees in teaching and research in Astrophysics.

[B] Building
The Department of physics is housed in the Majithia Block since its inception. Initially we were having only three specializations at M.Sc. level. Now we have six specializations. Each specialization requires its own laboratory and teaching place. At undergraduate level initially we had a two years B.Sc. course, which is now converted into a three years degree course without providing any facility by the State Government. Such changes in the academic curriculum need additional teaching and non-teaching staff in addition to the laboratory spaces. All these new additions in the department are squeezed in the space we have already had initially. Further the present space in which we have our library is insufficient and needs extension. It is proposed, therefore to have one lecture theatre with fixed furniture for teaching, one additional room for the extension of the library and two additional rooms for laboratory just at the east side of the Majithia Building and in continuation of the building corresponding to the size of the rooms of the building such that symmetry is not disturbed. Thus 4 rooms in total are proposed to meet out the requirement. Two of which on the ground floor and the rest two on the first floor with the provisions of a stair and a toilet. For this purpose a grant of Rs 50 lac is required in Building head.

[C] Books and Journals
To meet out the need and requirements of undergraduate and postgraduate students and to have some essential journals procured, a grant under this head of Rs.15 lac is proposed. Emerging knowledge of electronics and information technology is reflected in the form of published literature, which is now becoming an essential part of the library. The availability of latest reading materials in the library is an integral part of the higher education system. It is requested, therefore, to sanction Rs 15 lacs under the head of Books and Journals.

[D] Equipments
To procure sophisticated and advanced version of a number of equipments is becoming a must for meaningful and fruitful research work and effective teaching. Some of the older instruments we are having are now becoming obsolete and thereby they have to be replaced by newer version. It is therefore required that the laboratory should be properly equipped and maintained for attaining academic excellence both in teaching as well as in research. To modernize and upgrade different laboratories and for procurring some instruments of our academic interest, a grant of Rs. 50 lacs is requested in the list of proposals. The detail of the expected expenditure is as follows:
